REISSUE OF IC TO TIBETANS FROM ABROAD: (Renewal after expiry of 10 years validity)

As per the standard procedure, Tibetans living abroad on an Identity Certificate (IC) or Certificate of Identity (CoI) must apply for its reissue at least one year prior to the expiry date, as the verification process requires significant time.

Once the Bureau receives the duly filled application form, along with the required documents and the application processing fee, the application is promptly forwarded to the Regional Passport Office in Delhi for verification and clearance by the concerned Ministry and State authorities.

Upon receiving clearance for the reissue of the CoI, the Bureau notifies the concerned applicant. The applicant is then required to return to India and submit their old IC/CoI, along with copies of their Indian visa, immigration arrival stamp and valid Registration Certificate, in order for the reissued CoI to be collected.

It is important to note that during the COVID-19 travel restrictions, the Government of India temporarily relaxed the requirement of returning to India for CoI collection. During that time, reissued CoIs were sent directly to the nearest Indian Embassy/Consulate/Mission. However, this relaxation has now been withdrawn.

Please note that all applicants whose IC/CoI expires on or after 01/01/2026 must return to India to collect their reissued Certificate of Identity. Applicants are strongly advised to plan their travel accordingly and avoid allowing their IC/CoI to expire while awaiting clearance abroad.

Upon arrival in India, all applicants whose RC has expired must first renew their RC without delay.

Copies of the aforementioned documents should be sent to the Regional Passport Office, Delhi at rpo.delhi@mea.gov.in, with a copy (CC) to ic@tibetbureau.in.

* Renewal Reminder:

It is strongly advised that once your IC/CoI has crossed the nine-year mark, you should apply for renewal at the earliest opportunity to avoid delays in processing. Please note that the validity of the minors CoI is for five years.

Required Documents for IC/CoI Reissue Application

A. For Tibetans Living Abroad

The following documents must be submitted:

  1. Printed online application form, duly signed and with a recent passport-size photo affixed.
  2. One attested copy of the Green Book: pages 1, 2, and the latest updated payment page (as per the Charter).
  3. Five (5) attested copies of the old IC.
  4. Five (5) attested copies of valid ID/residence proof abroad.
  5. Five (5) attested copies of Registration Certificate (RC).
  6. Five (5) attested copies of old IC issued abroad (if applicable).
  7. Five (5) attested copies each of valid address proof (both abroad and present address in India), as mentioned in the application form. Refer link for the list of accepted documents for Indian address proof.
  8. Two (2) passport-size color photographs on glossy paper with a plain white background. The applicant should wear dark-colored clothing. Link
  9. Five (5) attested copies of parents’ IC/CoI (if the applicant is a minor).
  10. Five (5) copies of the bona fide letter from the concerned Office of Tibet.
  11. Two (2) attested copies of the marriage certificate (if the spouse’s name is to be added), OR a Joint Declaration in lieu of a Marriage Certificate Annexure-J
  12. Processing fee of ₹1,100 to be paid either: In cash at the Bureau’s cash counter, or By Demand Draft in favor of: “Bureau of His Holiness the Dalai Lama, New Delhi”

Note: Applicants must bring the original IC/CoI at the time of collecting the reissued CoI at the Bureau, for physical cancellation of the old IC.

If unable to get documents attested by the concerned Office of Tibet, applicants may submit self-attested copies instead.

Note: Regional Passport Office may demand additional documents relevant to your specific case, if required.

B. For Those Applying After Arrival in India

Applicants who plan to apply after returning to India must submit:

  1. Printed online application form, duly signed and with a recent passport-size photo affixed.
  2. One attested copy of the Green Book: pages 1, 2, and the latest updated payment page (as per the Charter).
  3. Latest original IC, along with five (5) attested sets of the following:

◦    Front page, Last inside cover page, Page showing Indian visa and Page with airport arrival stamp

  1. Five (5) attested copies of old IC issued abroad (if any).
  2. Five (5) attested copies of valid Registration Certificate (RC).
  3. Five (5) attested copies of valid ID/residence proof abroad.
  4. Five (5) attested copies each of valid address proof (both abroad and present address in India), as mentioned in the application form. Refer link for the list of accepted documents for Indian address proof.
  5. Two (2) passport-size color photographs on glossy paper with a plain white background. The applicant should wear dark-colored clothing. Refer to Link for photo specifications.
  6. Five (5) attested copies of parents’ IC/CoI (if the applicant is a minor).
  7. Bona fide letter from the concerned Office of Tibet, along with four (4) attested copies.
  8. Five (5) attested copies of the marriage certificate (if the spouse’s name is to be added), OR a Joint Declaration in lieu of a Marriage Certificate Annexure-J.

TIBETAN STUDENTS PURSUING FULL-TIME REGULAR COURSES AT RECOGNISED FOREIGN UNIVERSITIES

Tibetan students who are pursuing full-time regular courses at the recognised foreign Universities may apply for the renewal of their Certificate of Identity (COI)/IC at the Indian Mission/Post abroad. The students are advised to request the concerned Indian Mission/Post abroad to refer their application along with the other documents to sopsp3@mea.gov.in,  during the submission of renewal application, for the Ministry’s no objection/Clearance.

The students must send the below listed documents to the Bureau of His Holiness the Dalai Lama either by post or scan copy (not mobile phone photographed) by email attachment to COI Section of Bureau at  ic@tibetbureau.in after the submission of renewal application at concerned Indian Mission/Post abroad. The Bureau will separately submit the application form and documents along with recommendation letter to the Ministry.

After following due procedures, the Ministry will convey the Clearance to the concerned Indian Mission/Post abroad for renewal of COI. The verification process may take 3-4 months, sometimes more depending on individual cases.  

The students are advised to renew their Certificate of Identity/IC well in advance, probably eleven months, before the expiry of their IC/COI, to avoid any last minute inconveniences and complications.

  • Copy of old IC issued from Indian Missions abroad if any

  • Copy of valid Student ID
  • Copy of letter from University (proving your status as full-time regular student)
