Jan. 24 (Phayul/by Gabriel Lafitte): China’s 12th Five-Year Plan, for 2011 through 2015, is about to become public. 

Much of the new 12th Plan dams will be in the heartland of Tibet, to power the copper smelters, ore concentrators, rock crushers, urban infrastructure and glossy tourist hotels of central Tibet, the essential power supply enabling the 12th Plan’s “leaps-and-bounds” development of Tibet Autonomous Region (TAR) to be achieved.

Since a high proportion of the new hydro dams are in Tibet, or on the edges of the Tibetan Plateau, how will China’s reinvigorated hydraulic economy impact on Tibet?
