Respected head of the Central Tibetan Administration, Representatives of Offices of Tibet and Settlement Officers,
The Government of India had earlier proposed to change the issuance of Passport and had recently implemented such change from National Informatics Center (N.I.C) to TATA Passport Seva Project (P.S.P). Due to the change in the system, the designated technical staff of N.I.C. appointed by the Government of India were therefore transferred. Identity Certificate data base remains to be stored in N.I.C. Since 03 October 2012, N.I.C Data Base Server failed to work, which had hampered the process in issuing Identity Certificate (I.C). Regarding this case, the concern officials of Bureau of His Holiness the Dalai Lama, New Delhi had met many Indian Officials on various occasions, and had requested them to earnestly start the process of issuing Identity Certificate. Yet, the matter remains unsolved till date.
Taking into consideration of the technical complications, we fear that issuing Identity Certificate may halts for months.
Therefore, we request all the concern offices to inform all the Tibetan people under their jurisdiction to be patient and understand the prevailing problems in the issuance of Identity Certificate.
